ABOUT

The National Alcohol and Drug Abuse Prevention programme (NADAPP) was established in 1985 from recommendations of the 1981 (Archbishop Anthony) Pantin Commission of Enquiry into the extent of the drug abuse in Trinidad and Tobago. At inception it was part of the Office of the Prime Minister, The NADAPP Secretariat reported to the National Alcohol, Drug Abuse and Coordinating Council which in turn reported to the Honourable Prime Minister.

In 1988 the Secretariat was transferred to the Ministry of Social Development by Cabinet Minute #2260 dated November 17, 1988 with the mandate for the following:

  • Public Education and Information

  • School Prevention

  • Community Prevention

  • Workplace Prevention

  • Treatment and Rehabilitation

  • Research

This mandate was modified by Cabinet Minute #1414 of July, 2002 which made the Secretariat responsible for coordinating Drug Demand Reduction initiatives in Trinidad and Tobago. Then in 1995 they moved to the Ministry of Community Development and then in 2005 they moved to the Ministry of Health in which they are currently still under.

Additionally, NADAPP supports a number of drug treatment and resource centers throughout the
country that work with NADAPP to provide some of the following services:

  • Public education

  • Information dissemination

  • School prevention

  • Community prevention
